LAHORE: Lahore High Court Chief Justice Syed Mansoor Ali Shah directed the Inspector General Punjab (IG) to arrest the culprits of Zainab within 36 hours and use all police force even if he needed the help of all police force.

A two-member bench headed by the chief justice started the proceedings on a petition filed by Senior Advocate Shahin Pirzada, seeking direction from the government for a proper legislation to control the incidents child abduction, rape and killing.

The chief justice summoned Punjab IG Arif Nawaz Khan before the bench.

The IG presented an initial report in the Zainab murder case and admitted the negligence on the part of the police department, saying there is one culprit behind the abduction, rape and killing of minors but police could not arrest him. He added that different police teams have been formed to arrest the suspect.

The IG told the court that a total 11 incidents of rape of minor girls took part in the last two years.

About 227 suspects had been arrested and the DNA of 67 suspects was examined.

He revealed a culprit’s DNA matched in six cases in which the minor girls were raped.

The bench declared it the clear evidence of negligence of police, which failed in arresting the culprit despite his DNA matched in six cases.

The bench also summoned the record of all cases related to the rape and sexually-abused children.

It directed forensic science laboratory director general to appear before the court. However, the proceedings were adjourned until January 15.
