Cops with criminal records named and shamed

List of allegations and action against policemen with patchy records submitted to SC

From top to bottom, officers in the Sindh police hierarchy have been found directly or indirectly involved in criminal and illegal activities.

Ten senior officers were proceeded against for their involvement in illegal appointments and corruption in the distribution of funds for investigations, the provincial chief secretary informed the apex court on Friday.

Their cases have been forwarded to the federal government - the secretary of the establishment division - to take appropriate action in accordance with the law. These officers include the former IG Ghulam Haider Jamali, former training DIG Shahab Mazhar Bhalli, former Additional DIG of the Sindh Reserve Police (SRP) Aitezaz Ahmed Goraya and then SP Hyderabad SRP Ghulam Nabi Keerio.

Other officers include former finance Additional IG Syed Fida Hussain Shah, former SRP Base-II Karachi SP Syed Salman Hussain, former West SSP Captain (retd) Ghulam Azfar Mahesar, former Matiari SP Amjad Ahmed Sheikh, former Kashmore SP Umar Tufail and former Tharparkar SP Khalid Mustafa Korai.

Initiating the process of a purge on the orders of the Supreme Court, incumbent IG Allah Dino Khawaja took departmental action against 130 police officers in Grade-17 and below.

Thirty inspectors and sub-inspectors were sent on forced leave after being found involved in criminal and illegal activities. Nineteen others were removed from service, the reports stated.

The SC-appointed inquiry committees found Jamali involved in illegal appointments in the SRP and unfair distribution of funds meant for investigation department.

22 police officers to be given minor punishments

According to a report, former traffic Additional IG Khadim Hussain Bhatti was found involved in receiving bribes from his subordinates.

The inquiry had found the former Sukkur DIG, Captain (retd) Faroz Shah, responsible for facilitating smuggling of Iranian petrol. Former SP Captain (retd) S Ali Chaudhry was found involved in receiving gratification from his subordinates as well as citizens.

Former Anti Car Lifting Cell SP Manzoor Ali was found involved in receiving extortion from a citizen and bribes from his subordinates. SP Jan Muhammad was found responsible for getting a fake FIR registered against a citizen.

Former DSP Khalid Hussain Makhdoom was found responsible for illegally changing his date of birth in his academic certificates. DSP Waris Sheikh was found involved in receiving Rs300,000 extortion from a citizen.

DSP Faheem Ahmed Farooqui was also found involved in illegally detaining citizen and receiving extortion.

The inquiry committee had also found DSP Nisar Ahmed Brohi, then principal of the SAAB Police Training Centre in Hyderabad, involved in illegal appointments and forgery in the performance evaluation reports.

DSP Shakeel Ahmed Sarfraz, the former Sharae Faisal SDPO, now posted as Mehrabpur SDPO in Naushero Feroz, was found responsible for misbehaving with the general public. Sharae-Faisal police had booked him in a case.

SC seeks explanation for lack of action against senior police officers


A departmental inquiry had found the former North Nazimabad SDPO, DSP Chaudhry Liaquat Ali, former North Nazimabad SHO Inspector Liaquat Hayat and former North Nazimabad supervisory investigation officer Inspector Farhan Brohi responsible for benefitting an accused Farid Ahmed. The accused was involved in a case relating to staging an encounter, attempted murder and possessing illicit arms.

DSP Ali is currently posted for the security of the building of the Central Police Office, Karachi. Brohi is currently posted as a Special Security Unit DSP.

Then inspector Naz Parveen, now DSP, was found responsible for deliberately and intentionally forging her academic certificates to obtain undue benefits. DSP Nayyarul Haq was found involved in earning money from unauthorised businesses.

DSP Riaz Ahmed Bhutto was found involved in illegal land occupation and construction.

Then DSP Jameel Ahmed Sanjrani was proceeded against for being absent from his duty at the Special Branch. Currently, he is posted as Special Branch Headquarters DSP in Larkana.

Six senior police officers transferred, posted

The former incharge of CPO security, DSP Mirza Taimur Baig, was proceeded against for being drunk on January 2 this year. He is currently under suspension.

DSP Mehmood Hussain Simair was proceeded against on reports of misconduct prepared by the former DIG Sukkur Range along with report of the Sukkur district SSP for his failure to appear before the Sindh High Court’s circuit bench in Sukkur.

DSP Raja Mushtaq Ahmed, former DSP Bhiria, Naushero Feroz district, was proceeded against for deliberately avoiding rehearsal duty along with the army authorities during the population census 2017. Furthermore, he had got illegal petrol selling agencies unsealed, which were sealed by the area’s assistant commissioner. He is currently under suspension.

An inquiry was recommended against the former Naseerabad SDPO, DSP Ghulam Rasool Panhwar. He is currently posted as Gambat SDPO.

Former Jam Nawaz Ali SDPO DSP Javed Iqbal Chandio was proceeded against for distorting facts and submitting an illegal supplementary charge-sheet in court in case relating to a brawl between two groups during the by-elections in PS-81 in District Sanghar on May 20. One of the two persons injured in clash, Muhammad Saleh Khaskheli, succumbed to his wounds.

The inquiry found that DSP Chandio charge-sheeted Nazir Khan Qaimkhani and his son Naeem Khan Qaimkhani with malafide intentions, illegally and under political influence. He is currently awaiting posting in CPO.

Two police officials among four booked in kidnapping case

The departmental inquiry found then Inspector Syed Bazahat Ali involved in embezzlement in a case of properties kept at the City Courts Malkhana and screening evidence in a case relating to possession of narcotics substances registered against the accused and others at the CID Garden police station. He is currently posted as operations DSP at the Counter-Terrorism Department in Karachi.

Former Kunri SDPO DSP Sher Khan Rind was proceeded against for miserably failing to prevent and control inconvenient situation on May 2, 2017 when a local agriculturalist, Nawab Zaid Talpur, his son Hassan Talpur along with eight others misbehaved with police personnel on duty, stormed the SHO’s office and sat on the SHO’s chair demanding production of government records and inspection of the lock-up. “This shows in-efficiency and misconduct of above named DSP which created embarrassment for police department,” the report stated, adding that the DSP is currently under suspension.
