PDA regains legal status after 15 years

PESHAWAR: The Khyber-Pakhtunkhwa government is finally giving a legal status to the Peshawar Development Authority (PDA) after 15 years of working without one.

The K-P government will table a bill titled, the “Peshawar Development Authority (PDA) Bill 2017,” in the provincial assembly on Wednesday in order to give legal and autonomous body status to PDA.

According to sources in 2002, when the then government promulgated the Khyber Pakhtunkhwa Urban Development Board (Dissolution) Ordinance 2002, PDA was transferred to the local government department of K-P.

Even the Section-4 of the ordinance—the Khyber Pakhtunkhwa Urban Development Board (Dissolution) Ordinance 2002—the PDA has been called the “defunct Peshawar Development Authority.”

Now, that the PDA worked for 15 years without any legal standing, the incumbent K-P government has realised the need to give it a legal status and make it an autonomous authority like that of the recently established Galiyat Development Authority.

The government is also giving legal cover to the actions taken by Director General (DG) PDA in these 15 years—when it had no legal status—through the bill’s Section-51.

The K-P chief minister would be the chairman of the authority established under this act and the minister for local government would be its vice chairman, a member of the K-P assembly nominated by the speaker would be its member, Peshawar Nazim would also be among the members.

PDA members will also include secretary planning and development, secretary finance, secretary local government, secretary forest and environment and commissioner Peshawar. PDA director general would be its member-cum-secretary. All the decision of the authority would be taken by the majority of the member present in the meeting while, seven members shall be present to complete the quorum.
