The petition was filed by Advocate Fahad Ahmed Siddiqi, who said that the HEC was established to facilitate institutions imparting higher education. He said the government had decided to dissolve the HEC and devolve its functions to the provinces. He asked the court to direct the government to abstain from dissolving the HEC. He also requested the court to summon the chairperson of the Implementation Commission and ask him about the ‘extraneous’ considerations on the basis of which he had formed an opinion that the HEC did not fall within the scope of federal legislation.
