ISLAMABAD: The Higher Education Commission’s deadline to implement its directive regarding raising the minimum qualification for appointment of lecturers to 18 years of education is ending by the end of this month.

In March, the HEC re-circulated a notification to all universities about ensuring implementation of the new qualification criteria for the appointment of lecturers and assistant professors.

Under the new criteria, the minimum qualification for the appointment of a lecturer would be an MPhil, MS or an equivalent degree (18 years) or a master’s degree from a foreign university.

HEC lacks proper record of PhD scholars it finances

The HEC has been issuing letters to vice-chancellors and rectors, asking them to ensure that the minimum qualification for appointment of a lecturer should be MPhil/MS or equivalent degree i.e., 18 years, or masters from a foreign university.

In 2012, the HEC decided to raise the qualification of lectures and assistant professors and fixed Jan 1, 2015, as the deadline for the appointment of lecturers under the new criteria and Jan 1, 2016, for the appointment of assistant professors.

The HEC also extended the cut-off date for raising the minimum qualification of assistant professors in universities and degree-awarding institutions to PhD from January 1, 2018.

The universities that have already adopted and implemented the decision have been appreciated and advised to continue implementing the decision.

The HEC has not mentioned what action will be taken against those institutions which were functioning with 16 years graduates as lecturers or assistant lecturers as the HEC’s ordinance of 2002 is also silent about any such action or punishment.
