What was the rationale in using tear gas and batons on unarmed landless peasants?

LAHORE: The real face of the government of Punjab was exposed when, on March 29, a rally being taken out in Khanewal by landless peasants demanding that they be given ownership rights to the land that they had been working on for decades, was attacked by the police. Dozens of people were injured and around 45 were arrested including several women. The president of the local peasants association has been taken to an unknown place and it is likely that he will be subject to police torture. What was the rationale in using tear gas and batons on unarmed landless peasants?
