Director of IM & PC appointment challenged in PHC

Petitioner prays the bench to declare the appointment as null and void

PESHAWAR: A petition has been filed at the Peshawar High Court against the appointment of Ziaullah Toru as director of Internal Monitoring and Public Complaint [IM&PC] at Khyber-Pakhtunkhwa Ehtesab Commission. The petition was moved by a resident of Peshawar, Mohsin Javed, through his lawyer Haziq Ali Shah with provincial government and the commission as respondents.

The petitioner argued that the post is one of BPS-20 while the commission’s Section 16 (1A) reads, “No person shall be appointed as director of IM&PC, unless he has at least a master’s degree or equivalent qualification from a recognised university with 15 years’ experience with monitoring or investigation and intelligence.”

He said Toru, who served in National Accountability Bureau in BPS-18 as deputy director, has been recommended by the commission for the said position. The petitioner prayed the bench to declare the appointment as null and void.
