Not the right solution

JHELUM: With reference to your report of May 5 on the arrest in Faisalabad of police officials accused of torturing citizens, I would say that the solution in improving dysfunctional institutions is not to hand them over to the army but in reform. If the Rangers (manned by army officers) are the solution for a decrepit police force, what is next? Should we once again, hand over the entire country to the military? Haven’t we learned anything from the disasters wreaked by over three decades of army rule? The military has weakened civilian institutions, primarily to project itself as the ultimate guardian of internal order and external security.
