The Monitoring and Evaluation System (MES) will help in identifying the most valuable and efficient use of resources and is also critical for developing objective conclusions, National Accountability Bureau (NAB) Chairman Qamar Zaman Chaudhry said.
He was presiding over a meeting at the Bureau’s head office here the other day.
The system is very important to have measurable impact on expected outcomes of NAB working and its decisions, he emphasised.
He said that the system provides the necessary data to guide strategic planning and helps improving performance and achieving results to improve current and future management of outputs, outcomes and impact.
Chaudhry said that the system is an important management tool to track progress and it facilitates in decision making as well as establishes links between the past, present and future actions.
The chairman said that the purpose of the system is to track implementation and outputs systematically, and measure the effectiveness of programmes which help determine that these are on track and when changes may be needed.
He said that the MES forms the basis for modification of interventions and assessing the quality of activities being conducted.
He said that NAB is committed to perform its national duty with professionalism, transparently and on merit for a corruption-free Pakistan. He directed all Regional Bureaus of NAB to conduct complaint verification, inquiries and investigation as per laid down laws/SOPs.
Earlier adviser to the chairman on monitoring and evaluation gave a presentation on the working of MES and its efficacy.
He said that its prime function is maintenance of data at each stage from complaint entry to verification, inquiry, investigation, prosecution.
Its other function is preservation of records of regional board meetings and executive board meetings briefings, decisions and analysis of data in qualitative and quantitative form having warnings and alarms system for violators.
He further said it was started as a pilot project at the Rawalpindi’s office to have first hand information about the working of monitoring and evaluation system which will be addressed in consultation with all relevant wings.
