Why is it that the incident must be first raised by the media or some NGO and then the government takes notice?

LAAYOUNE, MOROCCO: The incident in Gujrat where a 10-year-old boy’s hands were chopped off by a landed influential is a shocking reminder of the kind of society we live in.

The landlord acted with such impunity because he knows that the police will protect him (which is what they did initially) and that the judicial system will take a long time to convict him, if at all.

Had not the media covered this grisly incident in detail, the dastardly deed of the landlord and the way that the police helped cover it up it would have all been hushed up for good. While the Punjab chief minister has acted swiftly against the police, which initially refused to register the case, the question that comes to mind is that where is the system and why can’t it function on its own? Why is it that the incident must be first raised by the media or some NGO and then the government takes notice?
