Out-of-syllabus questions in CSS exam

The question is: why is a new syllabus introduced without any prior announcement?

ISLAMABAD: The Arabic exam of the Civil Superior Services since 2011 has been a matter of concern for candidates who choose Arabic among the optional subjects. Sometimes, some questions are not from the syllabus while at other times, it carries questions which do not make sense. In the exam held in 2014, save two questions which were from the syllabus, Arabic Paper ‘B’ was totally out of course.

It has been learnt from some sources that changes have been brought in the syllabus of Arabic and that the question paper of the previous exam was prepared from the newly designed course. The question is: why is a new syllabus introduced without any prior announcement? Why are students crushed and daunted when they appear in competitive exams? Who is responsible for playing havoc with the destiny of those students? The incessant violation of the rules of holding exams suggests that those in charge are least bothered about their duties and are not concerned about the students’ future.

Papers must be prepared from the course prescribed and the institution must follow and implement its formulated rules strictly; otherwise the Supreme Court should intervene to bring things back on track.
