Getting a computerised arms licence

With excellent communication technologies, why can't govt depts verify documents from another office or province?

KARACHI: I am a retired government officer. I got my All-Pakistan arms licence made in Khyber-Pakhtunkhwa (K-P) when I was posted there more than 25 years ago and now am permanently residing in Karachi for more than 20 years after having retired. A few weeks ago, after braving the long queue in the DC (South), Karachi office for the purpose of converting my arms licence into a computerised one, I was informed by the NADRA staff that I could not get it computerised because it was made in K-P, even though it is an All-Pakistan category licence.

In this era of excellent communication technologies, why cannot a certain government department verify an official document from another office or province? What will be the status of such arms licences like mine after the last date of application of February 15, 2014 for getting it computerised expires? I am permanently residing in Karachi and cannot go to K-P, and even if I was able to go there, is there any guarantee that the K-P government could computerise arms licences in one day? I urge the authorities concerned to look into the matter and devise a solution that is of benefit to the general public.
