The government should levy the so-called flood tax on the whole nation and not just a particular province.

KARACHI: The government should levy the so-called flood tax on the whole nation and not just a particular province. In order to increase the tax network initially, the super-rich can be taxed on their luxury items such as expensive cars (on all vehicles with engine size more than 2,500cc), a second home, first-class airline tickets and so on. This ensures that people who can afford to live a life of luxury pay their due share. However, the fact that the people of Pakistan are mistrustful of governments means that they would rather donate money to those affected by the floods rather than pay a tax to finance it.
