ISLAMABAD: Recently, by-elections for some vacant seats of the National and provincial assemblies were held. People wonder why these by-elections were held when the tenure of the existing assemblies is going to end in March 2013. Although it is provided in the Constitution to hold by-elections as and when a seat falls vacant, to do so a few months before a general election seems to be a waste of precious resources.
