Pakistan lacks a comprehensive mechanism for auditing public expenditures.

BAGH: Being granted aid for a development project is one thing and implementing it honestly is quite another. Pakistan lacks a comprehensive mechanism for auditing public expenditures. This simply means that a considerable portion of the money that comes in from donors for various development projects in the country is actually spent on anything but those projects — and given the way things are at present, there’s not much that ordinary Pakistanis can do about this. It is quite frustrating to realise that foreign countries are willing to give us the billions that we need to, say, reform our education system but that our own leaders are not willing to put that money to good use.
