Why do we harbour militants that kill people in other countries?

OKAYAMA, JAPAN: Pakistan’s argument on the issue of drone strikes is that they violate our sovereignty and kill innocent people. Fair enough.

But why do we harbour militants that kill people in other countries? Isn’t that a violation of other countries’ sovereignty and aren’t these militants guilty of homicide?

And, if we refuse to do anything about these militants when they kill people in other countries, aren’t those countries duty bound to protect their citizens from them?
