KARACHI: New provinces can only be made by a two-thirds majority in the provincial assemblies, not the National Assembly. Since the PPP and the MQM, combined, have a majority well over two-thirds in the Sindh Assembly, perhaps they should set the ball in motion by carving a new province out of Sindh.
