
One can only wonder what prevents federal, provincial governments from implementing laws that it has passed itself.
ISLAMABAD: Pakistan recently passed laws greatly limiting the incidence of child labour and indentured servitude. However, their passage exists only on paper and in practice millions of children continue to work in factories, usually in terrible working conditions. This plays a large role in explaining our low literacy rates for children and tells us also why Pakistan has among the highest dropout rates for children in primary school. One can only wonder that what is preventing the federal government and the provincial governments from implementing the laws that it has passed itself. Surely, the political will needed for this straightforward matter can be found by the government?
