The fact is that the trouble began even before the leftist takeover of Afghanistan. During Zulfikar Ali Bhutto’s era, Burhanuddin Rabbani and Gulbuddin Hekmatyar and others were given refuge and support in Pakistan. The latter saw the rise of the Afghan Jamaat-e-Islami as a way of obtaining strategic depth inside a country that it thought was too pro-India and whose citizens refused to accept the Durand Line as an international border.
