Bus tragedy blame

Much blame was placed on the driver, but the school which arranged for such a bus should also be investigated.

LAHORE: This is with reference to your detailed coverage on the bus tragedy in Kallar Kahar on the motorway in which close to 40 people, including many schoolchildren, lost their lives. Much blame was placed on the driver, but this quite conveniently ignores the fact that the school which arranged for such a bus should also be investigated and held accountable. Why was the bus carrying over 30 passengers above its capacity? How did the parents agree to such an arrangement? Also, how did the vehicle manage to get a fitness certificate given that it was, according to a report, not worthy of travelling on a highway?

All these issues should also be addressed before we go around laying the blame on a driver, who is dead, and cannot provide any answers.
