I think only a few people know who is behind all the killings. Talk to anybody in private and they will blame this or that group depending on which side of the fence they are standing on. And usually no reason or explanation is given for such an answer, other than perhaps one’s personal proclivities.
So the theory that the political parties know exactly what is going on is itself not very credible. If those running the country knew, they would solve the problem and get all the credit for it and be sure to be elected next time around. If they didn’t do that they would be acting in a most foolish manner.
As for the army, the problem is that when it comes, it sticks around for far too long. The military should concentrate on its constitutional mandate, which is to defend the borders, and it should leave the running of the country to civilians, however inefficient they may be.
