Developmental gap

The federal government has spent only 41% of its development budget in the first 10 months of fiscal year 2025. According to the Ministry of Planning, development expenditure was Rs448.6 billion, less than 41% of the revised budget of Rs1,100 billion.

Provinces and special territories used only 36% of their development budget. Key sectors like water resources and energy spent Rs72.5 billion and Rs53 billion, respectively. Some ministries couldn’t spend any funds.

This situation highlights serious inefficiencies in public spending. It is necessary for these governmental departments to explain their reasons for the gap between funding and spending. The root causes of this gap must be identified so that timely reforms can be implemented, and the public can be reassured about the utilisation of future development budgets for their benefit.
