Pakistan’s Protection of Women Against Harassment at Workplace Act, 2010 urgently needs revision to address the widespread issue of workplace harassment effectively. Despite the presence of legislation, women in Pakistan still face high rates of harassment with limited access to justice.
To strengthen reporting, investigation and eventually prosecution, several reforms are essential. In the short term, each province should establish dedicated harassment reporting cells, and mandatory workplace harassment training for employees should be introduced nationwide. Long-term reforms should focus on addressing the cultural roots of the problem. This could include integrating gender sensitivity into school curricula or fostering workplace policies that promote women’s empowerment. Expanding access to justice, including through mobile courts, would further support women seeking redress. Effective implementation of these initiatives will require collaboration with NGOs, civil society and the private sector, along with media engagement to promote awareness and accountability.
