KARACHI:
As elections approach, we are diligently completing all necessary steps with full vigour, including the training of polling staff. Even though each election presents unique challenges, the current training approach is similar to the previous one. Polling staff must be equipped with extra skills to effectively address new developments that may arise during the polling process.
Based on past elections, it is clear that relying solely on academic training for proficiency in the numerical art of counting ballot papers is insufficient. Other crucial aspects require attention. Firstly, the distribution of polling material should be organised UC-wise and its timing should be clearly communicated. Extra counters should be established for this purpose, which can also be utilised for result collection on the following day.
In past elections, the entire polling staff was directed to arrive early in the morning to collect materials. Unfortunately, due to the random distribution of materials, nobody was aware of their turn, causing everyone to wait anxiously with hunger and thirst. After obtaining materials, the next challenge was securing appropriate transport, often resulting in polling personnel being crammed into uncomfortable or inadequate vehicles. This hasty process left the staff physically drained. These issues can be effectively addressed through proper planning and mock exercises. By implementing these measures, we can enhance the overall efficiency and well-being of the polling personnel.
