No arrest before investigation

Letter August 11, 2021

KARACHI:

The Sindh government has done a remarkable job by amending the police rules and adding a clause which states that “no arrest shall be made before investigation of FIR”. One hopes that the amendment would stop the Sindh police from making unnecessary arrests. Various surveys and reports indicate that the police are one of the most extensively feared and least trusted institution in Pakistan since they blatantly breach the well-established principles of human rights. While a surge in the cases of extrajudicial killings and torture by the police have been witnessed in the recent past, the culture of impunity remains rampant.

This amendment is a welcoming one as it will help ensure the protection of fundamental rights that are guaranteed under the international treaties and conventions ratified by Pakistan. Human rights are the basic rights and freedoms that belong to every human being. They are inalienable and inherent, irrespective of an individual’s cast, creed, colour or nationality. Thus, every individual should be treated with the basic dignity that they deserve.
