
There is a dire need of accountability and transparency in all government institutions
JOHI: There has been much debate regarding the amount allocated to education and health in the budget for the coming fiscal year. But no one seems to be worried about the utilisation of the whatever “little portion” that is allocated, or how that can be used in an effective manner.
While on the one hand it is necessary to introduce a more equal budget system, on the other hand one needs to make the most of whatever small pool of resources that are available. For many years the resources that are provided to the healthcare and educational sectors somehow disappear into thin air. Their deplorable state is a testament to this. The despairing condition in Pakistan indicates that all sectors reek of corruption, therefore, most of the resources are pocketed by corrupt individuals. Similarly, while many front-line doctors are tirelessly risking their lives to fight the pandemic, there are some who are not performing their duties sincerely and are taking advantage of the situation, instead.
Even during this unprecedented pandemic, the Taluka hospital in Johi, Dadu district remains devoid of life-saving drugs and medication despite several complaints to higher officials. The present medical superintendent is doing his utmost to bring improvement in the Taluka public health facility but because of the lack of facilities provided, his efforts remain in vain. Unfortunately, the condition of almost all public health facilities, particularly in rural in Sindh, are the same if not worse.
The billions that are allocated for salaries and medicines do not benefit patients. There is a dire need of accountability and transparency in all government institutions. The allocation of all funds and how they are subsequently used should be compiled into a report for the public.
