Moon-sighting confusion (II)

Wonder why the government tolerates such acts by certain people since their intention seems to be to cause confusion.

ISLAMABAD: Every year, confusion is created at the beginning of Ramazan on the issue of the sighting of the moon. And it seems that it is usually caused by one particular khateeb, that of the Qasim Khan mosque in Peshawar. This year was no different when despite the lack of any evidence, he proclaimed that the moon had been sighted in parts of Khyber-Pakhtunkhwa. Furthermore, his announcement came despite the Pakistan Met Office saying that it would be very unlikely for the moon to be sighted anywhere in Pakistan on July 31. I wonder why the government tolerates such acts by certain people since their primary intention seems to be to cause confusion among the general public. This should be considered because it could act as an effective deterrent against such practices in future.
