Irregularity-plagued organisations

Why such rules are framed?

ISLAMABAD: Reports reveal various irregularities are being committed in the management and utilisation of funds, both at federal and provincial levels in different organisations nowadays. These irregularities are identified in the procurement and implementation of job quotas, coupled with the hiring of accommodation and the transport facility.

The said rules of various organisations are loud and clear that those who are working on contract are not entitled to any hiring facility, but in contravention of the said rules, they have been given the hiring facility and millions of rupees loss has been caused to the national exchequer. The Hiring Facility Rules have been misinterpreted. These irregularities often take place with the connivance of accounts section. A few people placed in authority positions can go to any extent for personal and monetary benefit.

Similarly, The Transport Facility Rules which say that only ‘pick and drop’ facility would be provided to the officers working on contract but in violation of the said rules official vehicles have been misused, retained and umpteen times taken out of the city on long drive causing heavy fiscal loss.

The authorities have made every possible effort to cover up the glaring irregularities, but irregularities speak volumes about dishonesty.

All personal contacts and influence is being used so that a true picture of administrative and fiscal irregularities should not come out in the open. Why such rules are framed? Only to break and violate them? When will we become a law-abiding nation? Is there any hope in the near future?
