KARACHI: As a resident of the apparently prestigious Defence Housing Authority (DHA), one would expect to receive water from the main lines, but this is often not the case. If a resident files a complaint, he or she is told that the matter will be looked into, but the matter rests there. Despite this, the DHA has several water tankers of its own, all of which provide water round-the-clock to a chosen lucky few.
With what moral authority can the DHA ask residents to pay water charges when no water is provided through the piped network?
