NIDERRAU, GERMANY: The problem that your editorial on the plight of juvenile prisoners talks about is inextricably linked to education. Pakistan has among the lowest education expenditure-as-a-percentage-of-GDP ratios in the world. This is because debt servicing and defence take up the biggest chunks of the budget and what is left is spent on the running of the government. What is urgently needed is a realignment of our priorities so that sectors like education get more funding. If that happens, we could see a positive impact on related issues, such as the plight of juvenile prisoners in the country.
