Should an independent inquiry be conducted, one preferably by either the parliament or the Supreme Court?

LAHORE: The chief of army staff has ordered an inquiry into the Osama bin Laden episode of May 2, as reported in your newspaper recently. The adjutant-general is going to head it. Although the public does not know the terms of reference for this court, I am sure the judge advocate general department in the GHQ will suitably word it as per the legal requirement.

However, one is forced to note that an earlier inquiry ordered by the GHQ, on the terrorist attack on itself, did not see the light of day.

Should an independent inquiry be conducted, one preferably by either the parliament or the Supreme Court, because how can an institution order an inquiry into its own actions?
