KARACHI: Citizens for the Right to Information has written to the inspector general of police in Sindh with regard to the incident that took place on January 13th 2018, when a 21-year-old youth, Intizar Ahmed, was allegedly shot dead in DHA, Karachi, by Anti-Car Lifting Cell (ACLC) personnel. The following information has been asked for under the Sindh Transparency & Right to Information Act of 2016 and Article 19A of the Constitution of the Islamic Republic of Pakistan:
1. Please give a copy of the Standard Operating Procedure (SOP) that defines the procedural guidelines for stopping, chasing and opening fire at an individual or vehicle, when an illegal activity is suspected.
2. Please provide evidence that the six ACLC personnel involved in this incident were aware of the aforementioned SOP.
3. Please provide a copy of the Sindh Police law that requires citizens to stop their vehicles and be searched for when stopped on the roads by a group of people in civilian attire.
We request that the above documents/information be shared within 15 working days as stipulated in the Sindh Transparency & Right to Information Act of 2016. Under the light of which, we seek to expand the awareness over citizens’ rights on matters of collective concern.
