PESHAWAR: This is with reference to Dr Pervez Hoodbhoy’s excellent article of April 8 titled “Should the HEC live or die?”. As always, the writer has made a lot of sense. The HEC should not be killed, rather it should be reformed and devolved slowly, after careful planning and preparation. As far as the role of the HEC is concerned, I agree with Dr Hoodbhoy that it was a mixed bag. The number of universities grew rapidly, while professors who had little teaching ability got huge salaries just because they had a doctorate. I know of several teachers trying to get a Ph.D from local universities just so that they could get a promotion to a higher grade — research was the last thing on their minds.
