Since US Secretary of State Hillary Clinton has said that the US did not pay any money, who paid the families?

I have some questions regarding the release of Raymond Davis. 1) How serious is the US claim that the State Department will investigate the Raymond Davis case, given that under Pakistani law, he was already exonerated of the charge of murder after paying diyat? 2) Since US Secretary of State Hillary Clinton has said that the US government did not pay any money, who paid the families? 3) Why was Davis not charged with espionage? 4) Why are some political and religious parties demonstrating against the government, when the judiciary has released Davis according to principles of Islamic law? 5) How can we (Pakistan) bite the hand (America) that feeds us?
