KARACHI: Why is it that every time there is a traffic jam in Karachi the police are nowhere to be found, but they manage to stop motorists and motorcyclists for the most innocuous of ‘violations’? I wonder what criteria the traffic police authorities use to gauge the performance of the police officials that work in the department. One hopes that it is not based on the number of challans that they make, since many of these are on flimsy grounds.
