Law on number plates?

The other day I saw a black Mercedes with a number plate “Ministry of Interior — Government of Pakistan”.

KARACHI: The other day I saw a black Mercedes with a number plate that simply said “Ministry of Interior — Government of Pakistan”. It went by a traffic intersection on a main thoroughfare and two traffic constables posted there didn’t do anything to stop it. And then today, my friend’s car was stopped near the Saudi Embassy. We have a normal number plate and the vehicle’s papers in order as was the driver’s licence. However, we were let off after paying Rs300 as ‘fine’.

I am puzzled as to what the traffic law for number plates exactly is in Pakistan?
