Illegal billboards: Court rejects civic agency’s report

Asks CDA to submit report afresh

ISLAMABAD: The Supreme Court on Wednesday rejected a report presented before a three-judge bench by the CDA chairman regarding the installation of large billboards around the city.

On Tuesday, a three-member bench of the apex court, headed by Justice Jawwad S Khawaja, had sought a comprehensive report over the issuance of licenses for the installation of billboards in the federal capital.

The CDA chairman has been directed to inform the court in the next hearing about actions taken by the authority against the responsible parties.

Deputy Attorney General Afnan Kundi informed the court that most of the licenses for installation of billboards in populous areas were granted during the tenure of former CDA chairman Farkhand Iqbal, whose term saw much controversy, mostly centred round the chairman’s conduct.

He said that after the court notice, the CDA Municipal Administration Directorate had initiated action and a number of illegally-installed billboards had been removed. Justice Khawaja questioned the CDA chairman about the actions taken against those involved in the illegal practice.

Justice Khawaja said the court had usually been asked to intervene in the affairs of the CDA so that the authority starts functioning properly.  “This is not the way to run a municipality,” Khawaja remarked, adding that the practices were tantamount to bad governance.

Justice Dost Mohammad expressed concerns over the quality of water being supplied to residents of the capital. The hearing was adjourned till October 15.
