The question arises: on what merit did the prime minister appoint his own daughter as chaiperson of a programme.

LAHORE: Appearing as a lawyer on behalf of the petitioner before the honourable Justice Ameer Muhammad Bhatti, it is shocking to see the hesitation of the Punjab home secretary in making public the inquirt report into the Model Town firing incident by the Honourable Judge Mr Justice Ali Baqar Najfi. If such an incident had taken place in a developed country the prime minister along with his cabinet would have resigned, but unfortunately here in Pakistan the rulers are callous and arrogant and are averse to the needs of democratic governance.

The writer recently also appeared on behalf of a petitioner in another case regarding the appointment of chairperson of the Youth Loan Scheme in a writ of quo warranto before the honourable Lahore High Court. The superior courts have laid down through numerous judgments that the discretionary powers of the executive cannot be administered in an arbitrary or whimsical manner. Discretionary powers are always have to be exercised on fairness, merit and equity-based principles. The question arises: on what merit did the prime minister appoint his own daughter as chaiperson of a programme involving several billion rupees?
