Modi, a Hindu nationalist who is the front-runner to win the five-week election starting on April 7, has taken an aggressive tone against the two neighbouring nations. On the campaign trail, he has warned Beijing to shed its "mindset of expansionism" and in the past he has railed against Pakistan for attacks by Muslim militants in India.
"I swear in the name of the soil that I will protect this country," Modi said at a rally in Arunachal Pradesh last month, a region claimed by China.
India, China and Pakistan are all nuclear powers.They are also jockeying to take positions in Afghanistan as Western troops start to withdraw from the war-torn nation after a 12-year insurgency.
Modi has painted the Congress party, which has been in power for more than 50 of the 67 years since India became independent, as weak on national security. However, the country is one of the top buyers worldwide of military hardware, purchasing about $12.7 billion in arms during 2007-2011, according to the Stockholm International Peace Research Institute, everything from basic military goods to an aircraft carrier.
Modi's two advisers said that while his foreign policy would be muscular, it would also aim to keep a lid on regional tensions to allow a focus on reviving the economy.
"Ours will be an economy-driven foreign policy and the whole idea is to build India's economy so solidly that you can deal with other countries on our own terms," said a strategist involved in formulating the manifesto of Modi's Bharatiya Janata Party (BJP).
As leader of the economic-powerhouse state of Gujarat for more than a decade, Modi has courted investment from China. As prime minister, the advisers say, he would seek to steer a course between defending India's security interests and growing business links with the world's second-biggest economy.
Modi has never clearly spelled out his foreign policy vision, but he has praised former BJP prime minister Atal Behari Vajpayee - who ordered a series of nuclear tests in 1998 - for adopting a strategy based on both 'Shakti' and 'Shanti', Sanskrit for power and peace.
"The Chinese will understand the new PM is not a wimp and they won't do anything adventurous," the BJP strategist said.
Hundreds of intrusions
According to India, China has made hundreds of intrusions along their disputed border in recent years. China denies crossing into Indian territory. Adding to disquiet in India are China's forays into the Indian Ocean and its involvement in building a string of ports stretching from Pakistan's Gwadar to Chittagong in Bangladesh.
The BJP wants a rapid naval build-up and a firmer response to border violations. It also plans to speed up construction of roads and communication lines along the land border to narrow the gap with China's infrastructure on the Tibetan plateau.
The advisers, who spoke on condition of anonymity because the BJP's manifesto is still under wraps, said Modi would move quickly to lay out India's core security interests in its neighbourhood, replacing what they dismissed as a reactive policy under the Congress party.
Topping the list will be an early settlement of the border dispute with China, an assertion of India's primacy in the Indian Ocean, and a low tolerance of Muslim militancy that India believes is often backed by Pakistan.
"You will see a more nationalistic approach on issues relating to terrorism in our neighbourhood. It is a much more hard view of these things," said one of the advisers.
Outgoing Prime Minister Manmohan Singh has pushed for peace with Pakistan, and had hoped to visit his birthplace in Pakistan's Punjab province in a final gesture of reconciliation before leaving office.
But his efforts were stymied by opposition at home over Islamabad's failure to act against those India holds responsible for masterminding a 2008 attack on the city of Mumbai in which 166 people were killed by 10 gunmen from Pakistan.
Rajiv Dogra, a former Indian ambassador to Pakistan, expects a more forceful policy under a BJP government, both because of domestic pressure and an uncertain regional environment as the United States pulls out troops from Afghanistan.
"So far there has been a consensus in India - irrespective of the complexion and change in government - on the broad foreign policy contours," he said. "But this time, if there is a change in government, I do expect a break from that tradition."

As an Indian, I dont like Modi. The radical Modi-fication of the electorate and its propensity to resort to abuse against the dissenting voice that has been labelled ‘pseudo-seculars’, ‘libtards’, ‘anti-nationals’ and ‘sickulars’ speaks volumes about the society that Modi promises. Mindless violence, radical intolerance and bigotism. Accommodating opposing ideas is considered submission, as is allowing the existence of films, art or books that question your belief system… To these people, any Gandhian talk of non-violence sounds wimpish. The problem, from my perspective, is that the capturing of the corridors of power by a right-wing party strengthens groups in society with a narrow vision of modernity, a deep dislike of intellectual freedom, a commitment to sanitise Hindu history, and to persist in an unabashed encroachment on the rights of others. Modi will be bad news for Indian democracy in many ways, and foreign policy is just one of them. As Aakar Patel has pointed out in this paper, he says things which no serious leader should be saying in order to play to the ultra-right wing audience who form his core support. Despite the fact that Gujarat growth under Modi has been no better than it was before Modi, and Gujarat does not do well in many areas of human development and social development, his PR machine has managed to paint a story of miraculous progress. And of course, he is deeply authoritarian, and has little respect for the ideas of minority rights or due process.
All those who think Modi as PM of India is bad choice for neighbours are wrong. Modi is decisive means he will be more interested in resolving the issues which have blocked the efforts to bring peace to the region. Modi's focus is on prosperity and anyone focusing on economic growth would not like to engage in any dispute with its neighbours.Congress party has done nothing but create an environment of fear just like Pakistani ISI and army has done. India has never attacked Pakistan and as far as resolving issues of acts of non state actors are concerned, it is as much in favour of Pakistan as India. It is a desperate effort of non BJP parties to win the election by creating a fear of environment. Modi's personality and vision clearly clashed with the so-called secular image of India. The efforts of Congress to spread a soft image of India will all go in vain once Modi sits on throne. His statements are all very aggressive and International investors don't like this behavior. I hope he gets back to track if comes in Power.

India's current GDP @ $2 trillion in 2013 is exactly what China economy was in 2004 i.e. @$1.9 trillion. That means India is about 9-10 years behind China. If Modi takes over, India can erase this gap in 7-9 years.

@goggi china is export economy, it depends on export for its growth. So if china does Crimea or global economy slumps,sanctions/recession won't be sustained by Chinese Economy. It's sensitive to global trends & fluctuation these routes won't matter then. India is "inclusive growth" economy. Does not depend on exports /silks routes for overall growth. 30 states within india are inclusive trading with each other fuelling growth, competition, cooperation,business empire, giants, jobs for 1.2 billion people. + export market base with $ economy worth trillions. Our service sector does on depend on silk route but IT. So we are a world within a world ourselves let us first satisfy our own enormous giant market then cater world demands. Anyway world is too large. India has Northeast states to connect with ASEAN countries. We have 1 of largest coastline for SAARC. Iran is india's friend we have chabar port there to trade with Afghanistan, Middle East & beyond. Friends and top three trading partner to most world powers. So many ways & countries to trade with in such big world. Why such paranoia? Our ambition is to develop, attain a place like we were as ancient India. Congress foreign policy calculation used to include some internal considerations with the muslim votebank in mind. Modi does not carry that baggage.

@ AR india and china are not equal size, resources, people etc check map and sources. Chinese have maximum investment in Gujarat. Both are pro business. Trade and relationship will only flourish from current 65billion dollars to more in coming years. Both countries aren't fools to mess such an important trade relations that's booming both their economies. As far as protecting indian territories are concerned we will protect it no matter what. Tough talk is easy ... but taking action has ramifications which might destabilize the economy and in the long run it's the economy and perception of corruption that are the big issues in India.
Modi's rise shows what a fanatical country India is. In Pakistan fanatics have no hope of election victory, and that is why they resort to the gun. India is a threat not only to the region, but to the rest of the world.
"India, China and Pakistan are all nuclear powers" This is not the issue at all for Indians. Who has to be elected is right of Indian people. Why other countries are interested ? First, protect Hindus in Pakistan then talk Muslims in India. Regarding secularism, pl tell us how many Hindus played in Pakistani cricket team, how many are there in Pakistani civil services? how many are there as political leaders ? How many became ministers? Just ask these question by replacing word "Muslims" at Hindu and "India" at Pakistan, then you will have all answers.
Bjp is an offshoot of jan sangh which came to oppose the Nehru liaquant agreement of closing the border which negate the whole purpose of partition. That led to many indian muslims who wanted to move to pakistan in india and to please those nehru left the ideological space of indian constitution open. If bjp come to.power with absolute majority it has the long dream of closing that open ideology which declaring india a secular state which many indian muslims will oppose. Some will accept silently, some will riot and some will like to move to pakistan. Doing that at a time when their is exodus of hindus from pakistan won't be difficult. From a Muslim point of view accepting secularism is like.negating everything that islam stands for.

I'm secular, still back modi I want india's GDP to grow at 13.39 percent just like Gujarat's. Congress regime has brought down india's growth and economy from 9 percent to 4 percent with all policy paralysis, bad governance, mind boggling scams worth lakhs of crores in every field be 2g, commonwealth, kg basin and what not for past ten years. No more, the silent PM has to go. He has failed the nation. Voting for development this time, NAMO wave all the way.
Crafting Modi's tough image is a political stunt, purpose of which is to grab right wing votes. In my opinion, his mentors (e.g. Ambanis) are not war mongers, nor they represent Military Industrial Complex. Modi's election slogan is "Development" and nobody knows more than Ambanis that Military Muscle leaves less money for real development.
This is what any national leader should be. Indians are fed up with weak leaders like Man Mohan Singh.
Modi is a bad news for India. Hitler also gained popularity raising issues to increase hate towards Jews and neighbors. I hope India does not follow that path. I think he will sober down when in power and it will be business as usual
