Money matters: Officials stress on judicious spending for FATA

PESHAWAR: Additional Chief Secretary Arbab Muhammad Arif has urged the financial managers of the Federally Administered Tribal Areas (Fata) to ensure judicious spending of every rupee meant for the wellbeing of the people.

While addressing the second workshop on Public Financial Management and Accountability Assessment held by the World Bank on Monday, Arif said it was time to work hard for change in Fata. “We need to make sure that each rupee coming in is spent on the betterment of the people.”

Arif expressed hope the suggestions made at the workshop would help the FATA Secretariat design a future road map.

In his opening address, World Bank Senior Governance Specialist Sher Shah Khan said the management of the FATA Secretariat deserves appreciation for leading the public financial management process. More than 100 countries are following the Public Expenditure Financial Assessment, he said, adding that it is purely evidence-based and that the framework is very clear about the criteria.

“You, the financial managers, are the best judges of evidence, so please make sure that all resources are utilised for the best delivery of service,” Khan said.

Fata Finance Secretary Syed Waqarul Hassan, Planning & Development Secretary Zahir Shah, among other officials, were present on the occasion.

The first workshop of the series was held on December 18. Two more workshops are scheduled for January.

The federal government and the government of Khyber-Pakhtunkhwa have conducted enough unsuccessful experiments in Waziristan and Fata with little regard for what the local people think. The solution to the problem lies in Waziristan, and not in Islamabad or Peshawar or Greater Mardan or Noshehra or Swabi. Hand over Waziristan’s affairs to its people and let them solve their basic problems for themselves, and the country. It is they who have everything at stake, and not those sitting in the palatial houses in these cities.

These civil servant controlling FATA Sectt with superiority complex have iron rods in their neck. Their families occupy colonial era palatial houses in Walton, Mardan, Peshawar, Rawal Pindi, Lahore and Islamabad. One wonders as to what extra-ordinary traits, qualification they have? Or what meritorious services they have rendered to deserve such colonial princely life styles?

Mush/Zardari/Hoti/Kayani (Reps of Bush/Obama) claimed time and again that Waziristan will be developed at par with the rest of the country. When are they going to live up to their words? We have not seen them taking any practical step since 2001. Just blame game from grass root till the top.

Where are US Blood Dollars provided for tribal areas by foreign governments?

Why not just track the assets and princely life styles of the all Governor PKp, Political Agents, DMGs in Governor Sectt, and FC commanders of Waziristan since 9/11?

It is not rocket science, any CA or ACMA student can do it easily.

Build FATA invest in education health and infra to bring FATA and Balochistan to the level of other country major towns and cities.
