Public universities

It’s not surprising that the people in public institutions lack motivation and are prone to abuse and corruption.

LONDON: This is in reference to the article “What ails our public universities?” by Rasul Bakhsh Rais (September 20). Higher education in Pakistan has lost its way. Public universities have experienced a brain drain from public to private institutions which offer better pay and privileges. As in other cases of bureaucracy, considering thrashings by ex-army officers and manipulation of results at the behest of “higher powers” it’s not surprising that the human resources that populate our public institutions lack motivation and are prone to abuse and corruption.
