Who will be responsible for all costs associated with this massive culling process?

The government started the culling process of the infected Australian sheep, which were earlier rejected by Bahrain but allowed to enter Pakistan. In this regard, the public needs to be informed about the following: 1) Why did we fail to reject this shipment like Bahrain? 2) Who will be responsible for all costs associated with this massive culling process? 3) What would be the long-term environmental impact of dumping these sheep? 4) Are there any chances of viral contamination through this process? Is there any functional quarantine control system in this country?
