14 arrested in Sialkot lynching case

Published: August 22, 2010

The Butt brothers were killed and hung in Sialkot in the presence of police.

Interior Minister Rehman Malik has said that 14 people including four policemen have been held in the brutal public killing of two brothers in Sialkot.

Addressing the media in Sialkot, Malik said the culprits involved in the heinous crime would be duly punished. He appealed to the citizens of Sialkot to come forward and provide any information they had regarding the incident. He added that authorities have compiled a list of names of those under investigation and the federal government will be providing support in terms of intelligence and logistics as investigations continue.

Strike announced

Jamaat-e-Islami leader Liaqat Baloch also visited the family of the two brothers who were beaten to death by a mob in Sialkot. He said the party has announced a nationwide strike on Friday against this atrocity.

Updated from print edition (below).

Prime suspect SHO Rana Ilyas escapes from custody

The prime accused in the lynching of two brothers in Sialkot, SHO Rana Ilyas, managed to evade custody on Saturday and is currently at large. Ilyas, who fled from the office of the DSP Sialkot, was brought to the office so that he could be produced before a court for a judicial remand.  The District Coordination Officer (DCO) Sialkot, Mujahid Sher Dil, has confirmed that the lynched youths had no criminal record. Sher Dil held the Sialkot police responsible for the incident as police officials witnessed the whole incident as silent spectators.

Police claimed to have arrested two police officers and five others who were present at the time the two brothers were beaten to death in public. Police contingents also stepped up efforts to apprehend six other officers who witnessed the murder but made little attempt to stop the mob.

DPO Sialkot Afzal Mehmood Butt said that five suspects involved in torturing the brothers had been rounded up and both of them were currently being investigated. “The culprits are still under investigation and we cannot release their names as yet. But rest assured we are doing all that we can to bring them to justice,” he said.  Also on Saturday, a high-level committee, following the orders of Chief Justice Iftikhar Muhammad Chaudhry, opened its investigation into the brutal murder of the two young men. The committee is headed by Deputy Inspector General Major Mubashar along with DIG Establishment Shoaib Dastgir. The committee’s officials visited the crime scene (Doburji Malhiyaan Chowk on the main Daska Road on the outskirts of Sialkot city) and gathered evidence.

The committee also recorded the statements of the grieving family. The committee has also recorded statements of senior police officials, Sialkot DCO Mujahid Sher Dil and local Rescue 1122 officials.

The investigators have assured the public of a transparent probe. “The TV footage confirms the presence of senior police officials on the spot when the youths were lynched,” Mubashar said. The grieving family of the lynched youths alleged that the senior police officials were protecting their juniors, adding that police had refused to register a murder case under Sections 302 or 109 of the Pakistan Penal Code (PPC).

According to the family, the police registered a case against the SHO, a sub-inspector, four ASIs and eight other police officials under Section 155-C of the Police Ordinance. The section deals with misconduct by police officers when they are guilty of “any wilful breach or neglect of any provision of law or of any rule or regulation or any order which [they are] bound to observe or obey.” The maximum punishment under this section is three years in prison, with or without a fine.

After the chief justice’s intervention and a subsequent notification by the Punjab chief minister, an FIR however has been lodged in Saddar police station Sialkot under Sections 302 and 109 of the PPC (which deal with pre-meditated murder and abetment, respectively) against thirty people including 17 of those who were captured in the video footage. The other 13 accused are police officials, against whom a case – under 155-C of the Police Order – has already been registered. The 13 police officers include SHO Rana Ilyas Sub Inspector Gulzar, ASI Riaz Tariq, Sarfaraz, Waris Ali, Khaliq, Constable Rizwan, Nathay Khan, Mubarak Ali, Nawaz Salim and Abdul Razak.

While the family of the deceased boys and locals insists the boys were innocent, the family of the victim of a robbery, Bilal, contested this view. “You can go ask anyone, these boys were the robbers and they killed my husband. Why is my family being accused of spreading false rumours when we are the ones who lost someone? We didn’t kill those boys but they killed my husband,” said Bilal’s widow, adding that the media and locals had been threatening her family to keep quiet about the robbery incident that preceded the mob lynching of young brothers Mughees and Muneeb Butt.

President Asif Ali Zardari has also taken notice of the incident and issued a statement on Saturday, condemning the killing of the two young brothers. The president has also asked for an immediate report, ordering an inquiry into the murders. The presidential spokesman Farhatullah Babar said that the president was upset over the sad episode and firmly believed that “such an act of infamy, shame and brutality should not go unpunished.”

Published in The Express Tribune, August 22nd, 2010.

Correction: September 13, 2010

An earlier version of this article stated the name of the brothers as Mueez and Muneeb. The names are Mughees and Muneeb and have been corrected.

Just 3 years of imprisonment for denying the right to be secured or aide to rescue … Brilliant! … Floods are rightly hitting us, for we are all insane to accept such inhumanity. The mother of the deceased calls for an eye for an eye. Those involved in killing the boys to death, should face the same wrath in public. This is the justice we require, so that fear sees through the eyes, and people become humans from animals. No wonder, Islam has such simple methodology to maintain a respectful society.Recommend

The incident might not have gained much attention if the victims were truly robbers. Even in that case, public shouldn’t be allowed to become jury, judge and executioner. I remember how our media glorified the incidents of robbers’ burning in Pakistan, something that needed unequivocal condemnation.

I smell anarchy in different parts of Pakistan. Be it reflecting in form of inhuman killings of innocents, or people breaching embankments to save their lands. In all its forms, it’s a very sad and disappointing status quo.Recommend

Watching the censored video on TV was enough to give me sleepless nights. I wonder how so many people including the police men just stood their watched the whole episode. We want more transperancy on the case – this case should not go like the rest where everyone talks about it for a month or two and then no one knows what happened to the culprits. The killers should be punished in the same way. NO MATTER WHAT these two brothers had done – murder of these two brothers cannot be justified. Culprits should be murdered in the same way they murdered the two brothers.Recommend

Living in the UK i was once a proud British Pakistani, but when you hear, see and read about all the injustices that occure in Pakistan i now feel ashamed to associate myself with Pakistan. The way that the murders took place was horrific and the way that the public behaved was appauling the least. A country when many are dying, one would think that esspecialy during the month of Ramazan, that you would show compassion to one another but, hey this is Paksitan, compassion and love is clearly lost. Pakistan has protrayed it self in such a negative way with many of us now asshamed to be Pakistanis, the main cause being the useless goverment who is supposed to bring light to bad times. what a sad state of affairs!Recommend

This highlights the reason behind what is happening overall in pakistan. People have no humanity left in them, their all out to eat each other alive. How can them people just stand and watch, I could barely watch it on the tv and that was a for a minute. They all stood their for 4 HOURS watching this absolutely brutal killing. Lets also not forget that this was all during ramadan while they were all fasting. Its a shame but these are the reasons I would now be afraid to take my young children even for a holiday! When people have no humanity, they can do anything whether thats killing adults, teenagers or children. My heart goes out to their mother, none of us can even imagine her pain. Definitely this is a brutal and barbarious act and we should condem it. Unfortunately we tend to see and follow those things which media wants us to beleive.

First of all where was the media when it was happened first time in Karachi where people killed the docaits ??? Why media did’nt raise it
that time if they are really concerned about these type of incidents.

Secondly Why media is not highlighting the other side of the picture, there must be some reasons which make these people did this act, do somebody know what is that ?? definitely these people will not beat any pedistarian or stranger like that !!!! Media is just trying to hide the other side of story and putting lime light on the last episode as they manage to get a clip of that which they shoot themselves …. Question… why those media persons do not stop the people from doing so and keep on making a movie to get a high public rating …. so they are equally responsible

Thirdly even after notice has been taken by all the concerning authorities, why media is still showing those clips on channeles…to get the cheap publicity without taking care that what message is going to the world. They are spoling the name of Pakistan which already dont have a good repo.

Fourthly why suo moto notice has not been taken when poor labours from Punjab have been killed brutally when they were travelling to Balochistan just on the basis that they belong to Punjab. Why media kept quite on that incident, those poor labours were totally inocent, which is not the case in this incident …

Once again the private TV channels have shown a lack of moral ethics, when it comes to reporting such heinous barbarity on our screens. Why do they have to show videos of mutilated, decapitated bodies time and time again and I single out Geo TV in particular, who always seems to be the ‘first’ in ‘breaking news, often streaming live footage as it happens’? Have the deceased no self-dignity and respect? Can you imagine the anguish and harrowing ordeal of the brothers’ family and relatives on seeing the video of their loved ones being mercilessly tortured for hours, dragged through the streets, being lynched and no-one intervening?

Will such incidents prick our conscious and prompt a debate on the malady that afflicts many in Pakistan from all strata of society? Why do you think your leaders are silent over this or at best offer a muted response when they themselves are indifferent and callous to the sufferings of the average Pakistani? Your own MNA’s and senators are guilty of mob brawls and fistfights in your senate houses where acts and motions are passed.

I personally have witnessed incidents of brutality whenever I have visited Pakistan and on every instance that I have tried to intervene I was held back from onlookers.

By constantly airing videos of dead bodies people will be come desensitized, so much so that if a dead body was lying on the street you would just walk past it.

Our beloved Prophet (Peace Be Upon Him) who was the epitome of mercy, narrated that a time would come when a believer would pass a grave and wished that he was in that place too.

“Truly, Allah, Most Gracious and Most High does not change the condition of a people until they change what is in themselves.”

May Allah the Almighty grant eternal bliss and peace to the departed souls of the brothers – and may Allah have mercy on us ALL – Amin.Recommend

my roots belongs to Sialkot and im from BUTT family as well, but thanks to ALLAH i have never been in Pakistan and i for sure i do not have any wish to go there since i m born and now less.regarding this sad action of people i can say that we cant expect nothing from illitrated people, who cant think, they r created just to eat, marry, gossiping, making kids and they cant see more far then their nose,PROUD TO BE MUSLIM,they r shame for ISLAM,and how many times during the video i saw even i dont know good punjabi i can hear the abuses next to the NAME OF ALLAH,shame really shame,in the HOLY MONTH OF RAMADAN our prophet MUHAMMED MAY ALLAH BLESS HIM AND GIVE HIM REST AND OUR MIGHTY ALLAH said we have to avoid fights and killiong of MUSLIM is a big sin, except if its by mistake, and again u have to pay ur guiltiness by keeping fast for few days or give freedom of any slave,so these brutal murderers they cant be muslims,to be honest i dont know did u guys saw that there is a kid like 12-15 years old who also hit one of the boys,so what kind of thinking is going in his mind at that time.and where r his parents,i know MIGHTY ALLAH will punish these bad people, but if i had a power i will cut their hands and legs and leave them to live a miserable life, that they cant put food in their mouth, that they cant even easily go to toilet, that they please for help that they depend of other people to live and survive,MAY ALLAH FORGIVE THESE BOYS AND GIVE THEM PEACE IN THE PARADISE,and its good for this country to be under the rules of BRITAIN or any other country again, coz for this time when they were occupate they didnt learn their lesson so its good if they r slaves, just bomb blasts, from where they learn this i dont know, killing poor kids and ladies, they r not terorists they r sadists,i dont know for what price thet sale their souls, but unfortunatly thats just a small example of the real life in Pakistan, things r more deep,u have to be clever to survive inthis jungle, where there is no law,no any protection, and human life doesnt have any value,so the story is very long, and there is no end to describe everythingRecommend

This entire incident shows the level of humanity left in us. If character of these boys and their family had not been a hurdle, the police and the mob would have been getting medals and appreciation. It is not the first such incident in this area, previously police has been doing the same with alleged robberers and getting medals (last two years and so). It is strange to learn through news that police has to conduct negotiations with the culprits for arrests of persons nominated in the case. Is our police so incapable and powerless that despite orders of President, Prime Minister, Chief Minister and Interior Minister, they are begging to culprits for giving arrests?? This is a question mark over whole administration.. Moral character of people of Sialkot is also questionable, whether there is a single human there or all of them are animals..Recommend

Sallaam, i am a 2nd Generation British Pakistani born and bred in England and proud to be British. Growing up we were told to be proud of being Pakistanis by our parents. I think i speak for the majority of British Pakistanis who are all very patriotic to Pakistan i know i am, as we were brought up to love Pakistan. I dont know much about pakistani politics, but i know its always in a mess, always has been from day one! i have experienced first hand corruption in pakistan as allot of visting british pakistanis have, its actually quite normal and is a way of life there and has become a mind set. Which is exactly what needs to change….The people! there mentality and outlook on life! wake up you morons! and deal with these tragic events, the recent floodings and not to mention the poor international response should tell you something is not right! You have lost the whole essence of being a pakistani and with it a human! Watching the brutal murders of two teenagers in broad daylight in a public area whilst the LAW was present and did nothing shocked me and my family while we prepared to open our fasts in this holy month of Ramadhan were they say the devil is locked away, not before he twisted the sick minds of these people in Sialkot. I can only say every govt official, politician, armed forces, police officer and any other person in any agency in Pakistan should be ashamed of themselves and ask why and what they are really doing in their public posts, i mean really ask! I for one am glad that my parents made the hard steps and sacrifices to leave Pakistan!Recommend

People, it has been several days now, that i am not able to forget the dreadful incident, that has numbed my heart and touched my soul… i will never be able to look back at our country and citizens the way i use to before…

Those brothers are gone to heaven for sure as Shaheed… but now my real concern apart from seeing the culprits being punished ASAP, is the mother, who lost the two jewels of her eyes… will anything on earth going to bring them back to her? she is left in pain forever… she will not only have memories of her beloved sons, but along with them the brutality that will hount her forever…

i am in greif, that till now, NO media has been able to reach the culprits? we want the media to show us their faces… tell us what they got in return of this dreadful act? what was their religion? what they use to eat in order to make their hearts, minds, and souls so evil??

if our nation has this passion, then why not bring revolution??? our country has been suffering from millions of desasters, but no one comes out on the street and raise their voice… but they did EVERYTHIN and ANYTHING possible or may be beyond possible to treat the two young birds with brutality that will never be forgotton, who did not even got streatched their wings to expereince the real world… they were still students…

The father, who lost his shoulders, his pillars, his motivation, his hope for support in his old age… the grandfather who in his old age had to see his grandsons departing in the way that world has never seen before… he kept saying “unhon ne imtehan diya tha… abhi result nahi aya… abhi result nahi aya” while holding the pictures of his grandsons in his hands…

I got my eyes filled with tears and got my heart burnt with fire… the ONLY justice would be to handover the murderers to the Mother… and let her do what ever she wants to do with them… this shall be the BEST way she might be able to find some peace…

Why, our nation has failed till now and not yet captured and showed us the animals who did this…. or are they waiting for these animals to go abroad? and escape forever… but in the Name of ALLAH, let me assure you, Allah’s Azaab shall hount them, and also to them who WATCHED…. and did not tried to stop them or even contact their relatives…

All my questions will be unanswered… I know… but i have NO other medium to express or to take out what my mind and heart is saying every minute and every day… even if this world will forget this horrible incident, but my heart will NEVER forget, and i will never see us PAKISTANIS the same way…

    it was HELL ON EARTH!!!

“Even if they were theives, is this the right way to do it”
“Should same have happened to their young ones or brothers what would they do”
Bringing them in public to speak is a must before some one says that they have been charged for so so many years. This should be a public enquiry rather than a police investigation. 1 out of 100 such incidents get on camera. There are others where people rape and kill and no one notice cause they hide bodies. Then others where people kill and threat families not to speak or they will be killed as well.Recommend

People i know refuse to watch this video as it makes them physically sick, wonder what the parents and family must think as they have no other way of looking. I dont understand the mentally of the crowd of animals standing and getting amused by the whole incident. There may have been another side to the story, and the boys might or might not have been robbers or murderers but we have NO authority whatsoever to brutally batter someone to death in such a inhuman way. I do see how the people carrying out the heinous crime were totally out of their mind and they might have had an reason to do this, however i just don’t understand how the heartless and mindless people standing there came to conclusion that the boys were the criminals. In my eyes people and so called police standing there are equally if not more responsible for the killings as the actuall murderers. Lets believe it for a while that those two young boys were highly skilled robbers and murderers, even then “Which law allows to beat them till death without the permission of judiciary?”
We have our poor law and order agencies but now its our duty to never let anyone forget this incident. We all have seen that such issues remains the highlights of press and media but after a month or so every one stops talking over it.

I am utterly speechless!! I have only read in books about the jahilliyah of pre-islamic societies and also of the communities who were so steeped in immoral and unethical acts which were eventually wiped off the face of the earth through the wrath of Allah, but I would never in my life have imagined to see with my own eyes such inhumane acts of cruelty such as these.. I am a British born Pakistani and have strived to keep my culture and beliefs alive whilst living in a Westernised country but I am so ashamed and disgraced by the acts of these people that quite frankly I don’t want to be affiliated to this country or it’s people anymore.. Unless there is a complete overhaul of the whole system and political infrastructure of Pakistan I really doubt very much it will survive. I really hope and pray that a dynamic leader such as Imran Khan can lead this country out of this despair and turmoil. A radical reform of the mindset of the people needs to take place, what needs to be addressed is the psyche of the people – what is it that is causing so called muslims to behave worse than barbarians????Recommend

No words to say. I just think tomorrow if i go some where and get caught by mistake and get killed. Actually this happend becuase of the police were there. Police was back support for these killers. I pray to ALLAH that these killers get caught and the punishment would be the same.Tie them up in the city and sangsar them. So in the feature no one just stand up in the street and start doing justice. I am father of two daughters. When ever i see my daughters i just feel about two brothers that what would be the situation about their parents. Just imagine a human being got killed in Ramadan A human being is killed where he is in Roza he is Hafiz Quran. I wish if i was a jinn i would have killed them the same way with the group of my kind and people would think what has happen with them where they dont see any one hitting them but still these killers are getting hit. My anger is so high that i could not sleep and in a day after hours to hours just tears come from my eyes for these two brothers.
After this incident i really felt that why Pakistani people are so rude, cunning, Horrible…….
INSHA ALLAH those brothers are enjoying in Jannat no doubt. and ALLAH give patient to their family and the killers get caught and killed.Recommend

I have never ever seen such brutality before..it wasnt a movie…it was real and i could only bear to see a minute of the beating..that was enough to give me sleepless nights…Whenever i see young kids on the road i remember the Sialkot incident…Its a moment of grief and we should keep the pain alive until the boys get justice…its a shame that we live in such a country where so many people just stood as mere spectators and witnessed brutality without doing anything about it…the people involved in the vicious act dont deserve to be called humans at all…I wonder how they can live with it…I hope Allah gives sabar to the parents…May He give them strength and justice soon…i as a human share their pain…with all my heart and soul…and cannot help shedding tears when ever i see them on the news..May Allah give them the best place in heaven…thats what they deserve.Recommend

This kind of behaviour is expected by people who live by primitive examples set by primitive religions, and those unable to think and act for themselves, but live by sheepish behaviour following each other, not questioning anything.

Seing these brutal killngs is a reminder to all in the western world that Pakistan should change its name to something more suited to its predicument. How the police allowed these two brothers to be murdered by a mod is unbeknown to many. Pakistan is suffering it’s own fate. I am truly ashamed to be associated with Pakistan. All those involved may to have an equally brutal end and all in the government of pakistan, past and presnt. You ashame humanity at a time you are holding your hand out to the world for aid.
Sickening is too soft a word to use to describe the state of pakistan and may the government, police and officals rest in their fancy homes and live their fancy lives in this short world, my prayers are with the mother and family of the two brothers only and not with the rest of pakistan.

The decision by the IG to assign the duties of OSDs to the DPO, SDO, etc involved in the brutal lynching of two innocent brothers is a slap on the face of the justice. Is it the justice – why these police officers must not be tried in the case as they were directly/indirectly involved in this inhuman act of publicly murdering young teenagers in the presence with the support of policemen watching the death with batons by the cruel and wild criminals? It is not a justice to make them OSDs. We protest on this act of IG too. The culprits must be brought to justice at any cost by all means.Recommend

    Aslam o alaikum,
I was shocked to see the video and could not sleep for the whole night.

And I might seem strange to you people but I think our MEDIA was also involved indirectly. You know how? Remember the Karachi incident where criminals were burned alive and what role our media played in that case? Do you remember? Now media is playing different role. Like anyone else Media is also doing a KAROBAAR. They are selling HOT NEWS Only. No one helped those brothers INCLUDING the camera man because he could see his money for making this video and giving his channel some material to trade.

Our people should be aware about how to behave like a Human Being. This is not Jungle. Now, some people are saying that they were Criminals. Even if they were criminals, this was not the right thing to do. Public shouldn’t be allowed to become jury, judge and executioner.

May Allah give Sabar to thier families and Justice to Pakistan.
    AmeenRecommend

    Dear All,
I have recently been told by a residential of Sialkot that the case is transparent and the two brothers were completely innocent… they were not engaged in so called robbery or murder… it was a setup plotted by the person who was somehow invovled in a argument during cricket match with these two brothers a week earlier to this incident. He pointed fingers at them and claimed they were robbers while they were returning home from the ground… (Allah knows the best)

I have seen other pictures of these brothers, (http://www.zurmat.com/wp-content/uploads/2010/08/sdfgsdtyhurtyuty.jpg) and interview of their mother (http://www.facebook.com/video/video.php?v=437500471192) that clearly indicates their background… the both were Hafiz Quran!!

The elder brother is said to be a lion who resisted the terrible torture for more than an hour… whereas a normal person could have died in minutes after horrific merciless crowd initial beatings… one can hardly resist such a shock…

They were Shaheed! and YES, Karbala once again got refreshed! i have never seen such madness before..

But now what? We ALL must demand the media to publish pictures and videos of ALL the criminals who were directly involved in this brutal torture… if the media is reporting that they have captured x-number of people, then SHOW US!!! we want to see their faces for GOD SAKE!

    WE NEED JUSTICE!!!Recommend

It is really disgusting to know that nothing has still been done in justice for the two brothers. we feel no action is being taken, for some reason it is always pakistan that cannot take quick actions and give justice to the people there. Other countries give justice as soon as.It is a shame to the nation god knows why the PM is not doing much about it. But worse is the police stood there while they have been killed. I am ashamed and its any wonder why english people say we are terrorists because we behave worse then terrorists even they dont give people that much pain when they kill people they blow them up in one go but these brothers had suffered and died a really bad death that nobody deserves.Recommend

This is exactly what’s wrong with Pakistani people. The killers are spreading a story that sounds right out off a bad Indian movie. First kill them then cook up an unbelievable story to protect your heinous acts.
How believable is that; a hafiz, also leading nightly travih prayers, and not to mention both brothers were award winning students were actually women stealing robbers? And specially robbing Milkmen, of what, milk?
No wonder Allah is sending Floods, earthquake, Taliban, Al Qaida, and drones attacks your way. As my wife usually says “ab Allah khood aa ker lathy to marnay say raha.”Recommend
