The information minister also said that the cabinet has directed that the names of ‘hardline militants’ identified by the assistant inspector general of prisons (AIG Prisons) be provided to the Special Branch,  and that this list should later be provided to the chief secretary, so that these militants may be shifted to the new military facilities.

Enact laws that make punishing these terrorists easier.
Make special prisons specifically for these terrorists.
Keep them in solitary confinement to avoid contact with ordinary criminals.
Better yet. Hang them all after a court trial.
The laws needed for these are the similar to those enacted in the US to prosecute the Mafia, i.e, just belonging to an organization can make you responsible for the collective crime of the organization. Peace.Recommend

And Malik Ishaq isn’t a hardline militant? He definitely belongs there. Unfortunately, his sympathizers sit in Punjab government, as well as higher judiciary.
