‘CIA agent Davis had ties with local militants’

ISLAMABAD: As American newspapers lifted a self-imposed gag on the CIA links of Raymond Davis, in place on the request of the US administration, The Express Tribune has now learnt that the alleged killer of two Pakistanis had close links with the Tehreek-e-Taliban Pakistan (TTP).

The New York Times reported on Monday that Davis “was part of a covert, CIA-led team of operatives conducting surveillance on militant groups deep inside the country, according to American government officials.”

This contradicts the US claim that Davis was a member of the ‘technical and administrative staff’ of its diplomatic mission in Pakistan.

Davis was arrested on January 27 after allegedly shooting dead two young motorcyclists at a crowded bus stop in Lahore. American officials say that the arrest came after a ‘botched robbery attempt’.

“The Lahore killings were a blessing in disguise for our security agencies who suspected that Davis was masterminding terrorist activities in Lahore and other parts of Punjab,” a senior official in the Punjab police claimed.

“His close ties with the TTP were revealed during the investigations,” he added. “Davis was instrumental in recruiting young people from Punjab for the Taliban to fuel the bloody insurgency.” Call records of the cellphones recovered from Davis have established his links with 33 Pakistanis, including 27 militants from the TTP and Lashkar-e-Jhangvi sectarian outfit, sources said.

Davis was also said to be working on a plan to give credence to the American notion that Pakistan’s nuclear weapons are not safe. For this purpose, he was setting up a group of the Taliban which would do his bidding.

The larger picture

Davis’s arrest and detention has pulled back the curtain on a web of covert American operations inside Pakistan.

The former military ruler Pervez Musharraf had cut a secret deal with the US in 2006, allowing clandestine CIA operations in his country. This was done to make the Americans believe that Islamabad was not secretly helping the Taliban insurgents.

Under the agreement, the CIA was allowed to acquire the services of private security firms, including Blackwater (Xe Worldwide) and DynCorp to conduct surveillance on the Taliban and al Qaeda.

According to The New York Times, even before his arrest, Davis’s CIA affiliation was known to Pakistani authorities. It added that his visa, presented to the Ministry of Foreign Affairs in late 2009, describes his job as a “regional affairs officer,” a common job description for officials working with the agency.

American officials said that with Pakistan’s government trying to clamp down on the increasing flow of CIA officers and contractors trying to gain entry to Pakistan, more of these operatives have been granted “cover” as embassy employees and given diplomatic passports.

However, “The government and security agencies were surprised to know that Davis and some of his colleagues were involved in activities that were not spelled out in the agreement,” a source told The Express Tribune.

“Davis’s job was to trail links of the Taliban and al Qaeda in different parts of Pakistan. But, instead, investigators found that he had developed close links with the TTP,” added the source.

Investigators had recovered 158 items from Davis, which include a 9mm Gloc Pistol, five 9mm magazines, 75 bullets, GPS device, an infrared torch, a wireless set, two mobile phones, a digital camera, a survival kit, five ATM cards, and Pakistani and US currency notes, sources said.

The camera had photographs of Pakistan’s defence installations.

Intelligence officials say that some of the items recovered from Davis are used by spies, not diplomats. This proves that he was involved in activities detrimental to Pakistan’s national interests.

The Punjab law minister has said that Davis could be tried for anti-state activities. “The spying gadgets and sophisticated weapons recovered are never used by diplomats,” Rana Sanaullah told The Express Tribune.

He said some of the items recovered from Davis have been sent for a detailed forensic analysis. “A fresh case might be registered against Davis under the [Official] Secrets Act once the forensics report was received,” he said.

Sanaullah said that Davis could also be tried under the Army Act. To substantiate his viewpoint, he said recently 11 persons who had gone missing from Rawalpindi’s Adiyala jail were booked under the Army Act.

However, a senior lawyer said that only the Army has the authority to register a case under the Army Act of 1952 against any person who is involved in activities detrimental to the army or its installations.

“Such an accused will also be tried by the military court,” Qazi Anwer, former president of the Supreme Court Bar Association said.  He added that the civil authorities could register a case of espionage against any person.

But interestingly, despite all the evidence of Davis’s involvement in espionage, the federal government is unlikely to try him for spying.

“He will be prosecuted only on charges of killing of two men in Lahore,” highly-placed sources told The Express Tribune.

The Davis saga has strained relations between Pakistan and the United States, creating a dilemma for the PPP-led government.

More pressure

The pressure on the Pakistan government to release Davis has been steadily intensifying.

According to The New York Times, “there have been a flurry of private phone calls to Pakistan from Leon E Panetta, the CIA director, and Admiral Mike Mullen, chairman of the Joint Chiefs of Staff, all intended to persuade the Pakistanis to release the secret operative.” WITH ADDITIONAL REPORTING BY ASAD KHARAL IN LAHORE

    There is direct link between Davis link to Tehreek-e-Taliban Pakistan(TTP) and it is very evident from the death of Col Imam.

    After more than a year TTP showed that Col Imam was in their captivity and then killed him. It is revenge on ISI for not releasing Davis.

    America had claimed that TTP leader was killed by Drone and now suddenly he is back to surface again.

    Its all linked to one thing and that is Davis, now its more important to execute Davis to shown to America that Pakistan will not let its missionaries to kill innocent people of Pakistan.Recommend

    We should now seriously think about this. If the story turns out to be true then this is the limit. Rather than blaming others, we should first held our government accountable for this. How can they grant so much liberty to anyone? Just for the sake of dollars they are selling off people of Pakistan.     Davis is a CIA Agent (Employee of the Govt of America)
    Davis has links with TTP militants.

    So it proves that TTP are a pawn of the American govt, to create chaos in Pakistan and ultimately give America the excuse to invade pakistan, as it invaded Afganistan and Iraq.

    I agree with the writer of this story. Davis has a dubious character. According to some media reports, Raymond Davis is second in command of the CIA in Pakistan. The pressure being exerted by the US government on Pakistan to get him released also gives credence to the fact that Davis is not an ordinary person.

    Now it is up to our law-enforcement agencies to grill him and make him spit out his ulterior motives. The questions like, what he was doing at the place of the occurrence without informing the police about his movement? Why was he carrying an unlicensed weapon? Why did he shoot without being assaulted or shot at first?

    It is a great opportunity for our government to improve its image among the masses. As we know there is a commons perception among the Pakistanis that our rulers (political or dictators) cannot resist the US pressure on any issue. We must make it clear to the Americans that Pakistan is not a banana state or a US colony.

    The rulers should also keep it in mind that they will have to face the music if Davis is handed over to the US. Recommend

The not too interesting fact is that the Americans had been instrumental in suicide bombings and other terriorist activities in the country and were trying to use it as an argument to say Pakistan’s nuclear weapons were not safe. May be we should also create the same sort of situation in America and Israel, namely to unleash suicide bombers on civilian population. The Davis affair also lend credence to the debate that 9/11 was insiders job – by Israelis and the Zionist dominated CIA. The Israeli and American nuclear weapons are far more risky then Pakistan’s.     The script is badly written. Actually he is an agent of RAW entered the county looking to take over nukes, then meets Veena and falls in love. Buy Veena is abducted by TTP, so works with TTP to secure the release of Veena and shows his loyality towards TTP. ISI comes to know of this and arrests him. His fate is in the hands of Pakistani public.

    How he rescues Veena and both get out of the country is after some drama in courts. Some reports suggest Veena is already in India, so it is tense and nail biting ending.Recommend

He claimed 9/11 flat out and he will have to live or die with that. If Raymond Davis is a double-dealing spy it comes as no surprise. That is what is required to play the game the Pak government plays. If you want a straight answer from Osama, go to Dir District and ask him. Osama, along with people like Hafez Saeed and Rana Sanaullah are why we have spies there.

    Pakistan is going around the world with their hand out. Who would want to trade with you? Who would give you money? You beg the world, but your feudal lords don’t pay taxes. Your people have time to demonstrate in the streets supporting Qadri, wearing dresses and sandals with their beards and funny hats, yet they are all poor. If Pakistan doesn’t shape up, educate your people, and join the modern world, the world will leave you alone, hungry, miserable, yet proud of your nuclear weapons which you will never use. Nukes are worthless unless you, or anyone else, wants to commit national suicide. If I were President Obama, I would take off the gloves and ask Congress to declare outright war against you.     I think this is worse than tabloid journalism. Where is the proof to anything here? If the intelligence people have phone numbers of terrorist, why don’t they arrest them? How can a white guy go walking around sensitive military installations taking pictures and noone noticed? 79 bullets is a lot to walk around with…did he have a bag with him?

    I am an Indian and I have been following this case very closely. The American newspapers are reporting falsely. If this had been done in India, whatever the government or law might have done is a different matter, I personally as a citizen of India would have had asked for the same things that Pakistanis are asking. I mean just look at the audacity of the man and all those behind him. 3 people killed, 1 committed suicide! Then also the government of US keeps lying and lying and then Pakistanis find out what exactly this guy is doing. If he wasn’t involved in Anti-Pakistan activities, the US govt. would not have pressured SOOOO MUCH that OBAMA himself has to step in. I really don’t think that Punjab police are faking. Along with the TTP, thus, Davis has killed so many Pakistanis that he can definitely be called PT – Pakistani Terminator.
    Even after all of this and anti national activities if he goes free then it will be spitting on the face of every Pakistani. Pakistanis have to stand up to this!!. There is no sign of regret or any thing on the killer’s face!!! Men and women’s lives are like toys for US.

    I think its time now that an American
    commits suicide in the Raymond Davis
    case.

    They must learn that they cannot go around breaking things and drilling holes in homes which accept them as unwanted guests. They have to have some morals and follow some rules.Recommend

I know American invasion of Iraq was made on a false pretext and there were no WMDs. But English media is very sober in Pakistan and every written word carries weight. Secondly, this same newspaper run a story saying that the killed guys were spooks and now what it wants to prove by linking Davis with TTP. At least I am not ready to accept. If you are some unmoved that then better read Ahmed Rashid Descent into Chaos, you will come to know who is hunter and who is being haunted.
    Now after going through comments on this story, i have no doubts that this society is insane and people paranoid. can anyone of you guys tell me who is Pakistan’s friend in international community? Now it is time to do away with our so called dreams of greatness and live like humans. Raymond and Ramday are not the biggest problems of Pakistan, rather we have poverty, corrupt elites, lack of health, education and employment opportunities. Better pack Davis away, as it was done in the case of a British citizen who killed a Pakistani taxi driver some years back and concentrate on real issues.     As I said in my previous writings that the time will prove that Davis is a member of the team of assassins entered in Pakistan, on visas obtained by US government in the name of contractors, which was refused by President Musharraf, thus becoming one of the main reasons of his removal from power.

    Mr.Zardari promising to do any thing in the name of USA, gained power and allowed these contractors to enter Pakistan, and repeat what they have done in IRAQ, and AFGHANISTAN, and continue blaming the religious parties or some patriotic political figures, who would be a hurdle in their way to spread chaos and fear in Pakistan.

    Their is no doubt that Americans are among the best human beings on this earth, but at the same time it is beyond any doubt that unfortunately American Government has the worst policies in the world, based on total greed and selfishness.

    In the name of democracy America is running the worst dictator ship in this world, which has caused defamation to all Americans.
    Today the Americans are the most un-trustable and hated people in the world, its not because of the peace loving majority of American citizens, its only because of American Government’s Hippocratic foreign policies.
    The only reason American Government is trying to protect Davis, because it fears, the longer he will remain in Pakistan’s custody the more facts about the US governments will expose.

    America is not learning lessons from its failures one after another in any and every front, sometimes in the name of justice to the people living in this free world and sometimes to recover weapons of mass destructions from wrong hands, without disclosing that that every weapon of mass destruction found in this world are initially distributed by American Government.

    Now Davis is arrested and the investigators have recovered 158 items from Davis, which include a 9mm Gloc Pistol, five 9mm magazines, 75 bullets, GPS device, an infrared torch, a wireless set, two mobile phones, a digital camera, a survival kit, five ATM cards, and Pakistani and US currency notes, sources said.

    The camera had photographs of Pakistan’s defence installations.
    Intelligence officials say that some of the items recovered from Davis are used by spies, not diplomats. This proves that he was involved in activities detrimental to Pakistan’s national interests.
    He should be tried for Anti state activities and murders at the same time.

    If investigated, the facts of Margalla plane crash will also come in light and will expose the real American interest in this region, which is nothing but to destabilize the Pakistan’s nuclear capability.

    I will always right the truth and it will show a disliking of American Government, because of its racist policies, but it does not mean at all that I hate American citizens.

    I am a citizen of this world, which is bleeding, and where ever is bloodshed I see American Government’s hand behind it in some ways.

    America the super power, having the highest literacy rate was supposed to play the guardian’s role for this world, but it has become a mafia.

    Only Imran Khan,Justice Wajihuddin, have boldly talekd against DAVIS, and have appealed for the investigations, they are still following the story, we heard in the beggining from Jamat e Islami aswell, but not any more.
    People like Imran Khan should not let this issue die without total exposure.

    Unfortunately our Journalists, media is also not justifying their profession by playing fair, most of them are sold.

    I wish they can realize that a doctor can safe a life but a pen/journalist can save or destroy the nation.

    They are themself the nationals and if they really l
    ove Pakistan they must do their job honestly and bring the truth in front of the nation, and should do teir part to liberate Pakistan first from the slave mineded leaders and second from USA’S so called alliance.
