They have been accused of giving anti-India speeches at a convention on Kashmir.
The case has been registered at Tilak Marg police station under sections pertaining to sedition, promoting enmity between different groups and performing acts considered prejudicial to the maintenance of harmony.
Other charges include insult intended to provoke breach of peace and statements conducing to public mischief.
With the registration of the case, the police initiated investigations into the matter.
Police officials obtained footage of the speeches made at the convention and will look into their examination in order to file a report in court by January 6.
