There is not a single university in the world that relies on 100% support from patents. Most of the Unis are funded by taxpayers. . Pakistan is emerging on patents, research and IP markets during last 10 years or so. It is the first time we see Pakistanis doing PHDs in great numbers (1000s) from reputable Western Universities. I think we will start reaping rewards of this policy in near future. There was a time that we had few people who were PHDs but now 1000s of foreign qualified PHDs have returned. . Patents being registered by Pakistanis are of very high quality (I have seen few IT related and Agriculture related applications). Of course Korea is much ahead of Pakistan but the numbers don't do justice. 90% of their patents are sometimes very basic and are only registered to stop others from registering them first. Many developed countries do that. For example, a fan has nearly 15 patents registered in the US. I have seen one Japanese application for patent where you just replace the cap of soft drink with a 'patented' cap to contain the gas.
