Addressing the eighth International Defence Exhibition and Seminar (IDEAS) 2014 in Karachi, the COAS said solving Kashmir issue was necessary for maintaining peace in the region.
Speaking about the terror threats faced by Pakistan, General Raheel said the current conflict mechanisms were unable to handle them.
“The forces of disorder have threatened the traditional structures of order,” the army chief added.
Discussing the international security situation, he said the world was already aware that the security cannot be ensured by securing the borders alone.
"Pakistani nation is very brave and we have to work for the protection of our vision," General Raheel added.
During his visit on the fourth day of the exhibition, General Raheel visited stalls of defence equipments and exchanged views with foreign delegates at the Expo Centre.
The army chief was accompanied by Pakistan Navy and Pakistan Air Force chiefs.
The exhibition showcased defence equipment including aircraft, tanks, ammunition, APCs and ship building and communications-related equipment of 77 Pakistani firms.
Various foreign firms also displayed products specific to Pakistan’s challenges.
Around 256 defense equipment manufacturers took part in IDEAS 2014.
Concerted efforts have rendered terrorists ineffective
Corps Commander Karachi Lt General Navid Mukhtar said terrorism is a long-term challenge and everyone needs to work together to resolve the underlying causes of terrorism and problems being faced in Karachi.
“Through concerted efforts, thousands of terrorists have been rendered ineffective and their networks disrupted,” he added, while addressing IDEAS 2014.

@V. C. Bhutani: Your narrative outlines the political thinking of the Indian psyche which is non existant in Pakistan. The Government of Sharif brothers cannot cope with the opposition in a democracy whom the army chief calls them as non state actors, nor the opposition of Imran Khan has not come to terms to explain and solicit for his views in the parliament instead of on high streets. Is the country heading for another military rule?

Indeed, what the General said is true & a very bold statement. The nonstate actors surely complicate the situation as they mixed loyalties. These non state actors are radicalized with a heavy dose of a radicalized version of religion based on Umma and supporting of Muslims globally including Kashmir. Now these chaps question as to why Taliban or the Lal Masjid was attacked when they were asking for implementation of sharia law. More Muslims are being bombed by drones and fighters in Pakistan than in Kashmir on a daily basis just for asking implementation of sharia.
There are a few essential ideas which have a bearing on this question. First of all, the use of force should be the prerogative of the State in all countries at all times: no other armed groups should be allowed to operate. Secondly, and especially in Pakistan, the army needs to subordinate itself completely and unconditionally to the civilian government: the sharing of power between the civilian government and the army cannot be a normal state of things. The army should act in aid of the civilian government whenever such action is demanded of it but having rendered such service it should march back to barracks. On this there is no room for debate. If the army top brass are patriotic and wish their country well, they should give up ideas of exercising power or privilege at the expense of civilian power or to take control, openly setting aside civilian government, as it happened more than once in the past. This requires a certain degree of self-denial which is not easy to practice but this the minimum essential for the stability of the State. Then, both civilian government and army need to keep away from ideas of intervening in Afghanistan in pursuit of ideas like territorial depth or worse, as indeed was the state of things during 1996-2001 when the Taliban government was in power because of Pakistani support from next door. Nor should Pakistan insist now on Afghan Taliban being part of the ruling dispensation in Afghanistan: Pakistan needs to leave Afghanistan alone to seek its own good in whatever way it can without interference from outside. Such interference shall recoil on Pakistan from the Afghan Taliban via the Pakistan Taliban and other so-called militant outfits, actually terrorist outfits. Pakistan certainly needs to keep its terrorists in check, if it cannot eliminate them altogether, and prevent them from acting in India. Failure to do so shall make nonsense of all efforts towards better Pakistan–India relations, hoping that there may be some in Pakistan who want good relations with India. The reference to Kashmir, which the army chief remembers to mention from time to time – he has just mentioned it again – cannot fail to pour cold water on prospects of good Pakistan–India relations. It should not be army chief’s province to pronounce on political matters. Army brass should never be heard to speak on political matters, whether in Pakistan or in India: every statement by armed forces shrinks the space for the civilian government. V. C. Non-state actors complicating internal security situation: General Raheel
In my childhood, I read a story of a notorious jinni who would eat his master alive if he fails to keep him busy all the time. No one was successful in keeping him busy all the time as every wish of his master was fulfilled in no time, and soon his master would run out of ideas and eventually gets killed. However, once he came under the control of a wise man who ordered him to run in a circle until he tells him to stop. Now it seems that our enemies also knew this story and realized that the non-state actors are just like the notorious jinni of the story who can not stay idle and must be kept busy. As Pakistan has stopped using the non-state actors, our enemies have started using them against us.
Come on General ! non-state actors cannot flourish without the involvement from people within-politicians,police,leaders of religious parties having strong hold in KPK and the army has to clean their sleeves first . Serious coordination amongst all intelligence organisations and very rigid discipline at all entry points of Pakistan ie coastal lines/ ports,all around country boarders and airports including private landing strips for hunters coming for wild life.
"Non-state" actors? Really?? They hire entire trains to transport their fellow actors to jalsas. Maybe these actors should have read the news on the election turnout in Kashmir. Over 75% turned up to vote despite calls from the separatists and threat of attacks from the militants !! Maybe it is time to vacate PoK and sue for peace.
Looks like the good General got an earful over "non-state" actors from the Americans. Anyway, the next time these actors pull a stunt the results will be very different.
