Police accountability: Nisar forms public-police transparency committees

Four committees formed to ensure transparency and accountability of police.

ISLAMABAD: Federal Interior Minister Chaudhry Nisar Ali Khan directed the police on Wednesday to form four new committees in together with public representatives in a bid to ensure law enforcement forces stay transparent and public-oriented.

Nisar told officers at a meeting at the Police Headquarters in Islamabad on Wednesday after attended the passing out parade of Probationer ASI’s Course and 26th Basic Recruit Course 2013.

The interior minister asked officers of Islamabad police force to work hard and stay true and honest in the face of the massive security challenges that the country faced.

To ensure transparency in the police, Nisar directed that four committees be immediately constituted which comprise of police officials and public representatives. The committees to be formed include the Central Coordination Committee, Rescue-15 Committee, Traffic Committee and the Police Public Coordination Committee.

Nisar said the accountability committee ought to set strict timelines and present a clear and thorough report on the purging of criminal elements in police.

Police redesign

While issuing directives for improving police efficiency, Nisar instructed the IG Islamabad to review the performance of the Security Division and Special Branch of Islamabad Police and asked him to redesign and re-strategise them on more scientific lines.

He further stressed that the performance and all operational activities should be evaluated daily and reported on a weekly basis to the ministry.

The minister further ordered that modern reporting rooms with complete facilities be built to facilitate the complainant in all police stations of Islamabad Capital Territory.

He opined that the strength of Central Investigation Department (CID) needed to be beefed and at the same time, the team made proactive in order to prevent unfortunate incidents from happening. He also voiced his intention to revive a revamped Rescue 15 to respond to emergencies within 5-7 minutes in any part of the city.

Nisar was briefed about police efforts and progress report on the police station digitisation project.

There is no need to form Public-Police Transparency Committees, but the need is form Public-Police Oversee Committee so as to check the performance of Police by the reputable citizens in each Police Station in the country.

If reputable citizens will start sitting in the Police Stations, they will be able to see that how many innocent people Police lockup every day and release them after taking the bribe.

Moreover, it will also discourage when Police start beating (Chitrol) the arrested people in the Police Stations to make them confess the uncommitted crimes.

The Public-Police Oversee Committee will also be able to note that how many crimes are committed by the Police in the area right under the patronage of lower and high Police Officials in each district.
