In the first place, how can you hand over to the army a province, which is already under its tight control? Secondly, the army has consistently failed to restore peace and order in that blood-drenched province and for decades now, a strident demand for its withdrawal has been made by politicians of all hues and colour, as well as by the civil society. In fact, the Baloch Liberation Front, which is waging a war of ‘liberation’ against the Pakistan Army is said to have come into being, in reaction to the army’s oppressive campaigns against the unarmed Baloch population, especially during the almost decade-long rule of General (retd) Pervez Musharraf.
Also, there has been a demand from both the MQM and the ANP for handing over Karachi to the army. Here, too, I detect a self-induced amnesia among those who are making this demand. I am sure the people of Karachi have not forgotten the horrendous experience of 1992-1994 when the army was bunkered in the city. The bloody stalemate was brought to an end when Benazir Bhutto, immediately after taking over the reins of government for the second term, sent her interior minister, the late Naseerullah Khan Babar and his team to rescue the army from a battle which was not winnable.
The army has an overwhelming presence in parts of Khyber-Pakhtunkhwa, including Swat and in Fata. Still, there has been no let up in the bloody incursions of militants led by the Tehreek-e-Taliban Pakistan (TTP) in these regions. In fact, the army has suffered innumerable casualties in this war against terror, in this part of Pakistan in the last 12 years or so, without any sign, so far, of the enemy losing ground. The cruelty with which these militants deal with the captured security personnel is simply revolting. Decapitation of captured soldiers is being used by the TTP as a tactic to terrorise their comrades to flee the battlefront.
The army has the capacity to rule and that, too, only for a short period. But it is neither trained nor does it have the capacity to govern even for a short-term. However, the Pakistan Army has, time and again, tried to do both simultaneously and for longish periods and failed miserably to do even a fraction of what General Park Chung Hee of South Korea, Lee Kwan Yew of Singapore or Mahathir Mohamad of Malaysia did for their respective countries.
One only hopes that the current crop of our generals have learnt their lessons from our history of military takeovers and their miserable denouement. As it is, they are already engaged in tackling a serious internal threat (which the chief of army staff rightly believes is a bigger threat than the external one) that makes it impossible for them to, once again, wear more than one hat.
Those who are challenging the army today in the battlefield are none other than the very people who were trained in terrorism by our intelligence agency personnel to be used as instruments of foreign policy and defence while negotiating a favourable Kashmir settlement with India. Somewhere along the road to 9/11, and because of subsequent developments, we have completely lost the effectiveness of this instrument and had to abandon it in a hurry. But the instrument, which meanwhile has assumed a life of its own, is now refusing to get lost and has been resisting with all its strength, attempts by the army to change course by putting Kashmir on the back-burner and establishing normal trade, economic and people-to-people relations with India.

Lets disband the Army!!!! Democracy zindabad!!!! My argument: all those in Baluchistan, Sind/Karachi, KPK, clamouring for Army control are stupid. I have the solution but it is a 'secret'. When will grow up?????

It is criminal to comment on anything without physically seeing it or surveying it. Ziauddin Sahib please don't go on hear say and don't be part of Indian propaganda. Go and survey the facts on ground, talk to the people physically. People with their dead sat for three day in minus 14 degree, asking for Army take over. They didn't do it for fun sake or they were paid by Army to derail your cursed democracy. It was only because it was Army, which constructed roads, hospitals, schools, opened recruitment in Army and FC, which enabled them to get out of the clutches of their cruel sardars and earn their living freely. Mark the coordination between these sardars, our politician like Atta Mengal, Nawaz Shareef, and Indian RAW, who detest Army rule and don't want Army in Baluchistan (poor peoplas are busy in eating, so they don't have time for wasteful politics). These are only sardars, who detest Army for breaking their hold on their tribe men. These sardars and waderahs have formed their personal armies to blackmail the government. As well as they all are on the pay role of RAW and talk against Pakistan and Pakistan Army. See the PARADOs and PAJAROs, in which these Sardars move.
The military had failed in its attempts to tame the militants so far and the civilian govt is incompetent to deal with them. Then whom should the people who are being massacred by these barbarians look forward to save them ?
Zia Saheb, You for got to mention how formal operation in 77 ended in Balochistan! army toppled the ZAB and withdrew from Balochistan and insurgency stopped. Now same thing will happen. Once army comes in power and they will withdraw from Balochistan. No body can dare to ask them to do this. Once they with draw peace will prevail In other province other party is asking for full power as precondition and killings will stop! what a country! connections are obvious. I agree with you that at no cost army should be given power.

Army is not the soulation but we want sincere leaders.
People of this country always live, decide and act in haste without even knowing the facts. Article is highligting those harsh but true realities which most of our people dont want to know and or believe. We are living in fool's paradise and in a state of consistent denial.
Democrats like Zardaris, Gilanis, Rajas as well as Nawaz & Shahbaz have the training as well as capacity to govern in short term, medium term and long term.
People are so fed up by this government that are accepting 'any body but them' approach. Army control demand was from people in Baluchistan who were suffering.
It is not legal but that's what protesters were demanding.
People simply want to get rid of this government.

And here I was, thinking that in a Democracy, counter terrorism should be lead by the Government by forming a coherent and robust CT policy, something you did not mention even ONCE in your article. Pakistan's misfortune is that it's educated leaders, like yourself, are too eager to ignore the civilian government's failing, instead venting out anger at the Army, that has not been in power for the last 5 years! . How long before we start laying the blame where it belongs, with the politicians!

This is what exactly India was talking about for ages. Hope average Pakistanis come out of the denial and see the actions of the agencies in the proper perspective.

A pragmatic Op Ed, thanks ET for that. In Baluchistan army is not the solution it has been the problem and even SC has said that repeatedly during it sessions. Our security apparatus has failed in not just Quetta but in Karachi, KPK, FATA and many other parts of Pakistan. The timing of hundreds of murders of Hazara Shia, the Qadri arrival and projection, the SC decision against PM, and IK's joining in are not coincidence. This situation is created so even the democratic liberals are forced to demand full takeover of Baluchistan by the army. We must remember that two wrongs do not make it right. The army has been tried for decades by four different dictators but the record shows we lost wars, half the country and hosted OBL in our base.
People of Balochistan especially the youth doesn't care anymore. Sardars, Nationalists, Military, Democracy... everyone has been disappointing and added fuel to the fire, which is going to last longer than people of Pakistan imagine.
Also, the great revolutionary in Islamabad says army is the solution and people are marching to the drums, once again.
